We all have to make decisions with partial information because rarely do we ever have all the information needed to make a perfect decision.
There's a saying: A timely, GOOD decision is better than a PERFECT decision made too late.
So, the moral is: Do your homework, gather as much information as you can, but, ultimately, make a decision. Doing something is usually better than doing nothing.
